Colon Plaza was newly built to comprise affordable housing with mixed use community, civic and retail spaces. Interestingly, crews discovered a stream beneath the site during construction and engineered the foundation to accommodate it. All of the residential units are affordable to families with income at, or below 60% of the area median income.
